Section 23: Certificates to be made in duplicate.

Every certificate of competency or service and 4[and every licence granted under this Act shall be made in duplicate, and one copy shall be delivered to the person entitled to the certificate, or licence and the other shall be kept and recorded in the prescribed manner.
