Section 21: Power to exclude any class of books from operation of Act.

The State Government may, by notification in the Official Gazette, exclude any class of books or papers from the operation of the whole or any part or parts of this Act: Provided that no such notification in respect of any class of newspapers shall be issued without consulting the Central Government.
