Section 15: Adjudication of penalties.

All penalties incurred under this Act shall be adjudged by a Magistrate or [Omitted] Commissioner of Police as aforesaid, and all orders made under this Act by such Magistrate or [Omitted] Commissioner of Police shall be final.
